Fostering Connections for Success and Increasing Adoptions Act of 2008 in Iowa

 The Fostering Connections for Success and Increasing Adoptions Act of 2008 (FCSIAA) was signed into law on October 7th 2008.  This new legislation has built upon the Adoption and Safe Families Act to create additional support for good child welfare practices that help children and families achieve safety, permanency and stability in their lives. This page has been developed for the purposes of sharing information about DHS's efforts to come into compliance with this Act.

Subsidized Guardianship

In an effort to provide permanency for more children in foster care, the Iowa Department of Human Services is considering implementing subsidized guardianship as authorized under the Federal FCSIAA legislation and ending the current subsidized guardianship waiver project. This would require a change to chapter 204 of the Iowa Administrative Code.

A draft version of the revised rules is provided below. DHS is requesting comments to these draft rules prior to initiating the formal rule making process. Please forward any comments by end of the day Thursday, May 28, 2009 to Tracey Parker at: tparker@dhs.state.ia.us

 

Family Connection Discretionary Grants

The Administration for Children and Families (ACF), Children's Bureau, has announced the availability of competitive grant funds authorized by the Fostering Connections to Success and Increasing Adoptions Act of 2008 (P.L. 110-351).   The purpose of this funding announcement is to help children who are in or are at-risk of entering into foster care reconnect with family members by developing and implementing grant programs in the areas of kinship navigator programs; programs utilizing intensive family-finding efforts to locate biological family and reestablish relationships; programs utilizing family group decision-making meetings; or residential family treatment programs.

The departments request for legislative changes in response to the Fostering Connections Act has passed out of committee. The Bill is now know as SF152. Additional information on the bill is available on the Legislative Services Agency web page under Track Legislation.

 

Conference Call

On Friday, January 23rd, 2009 the Iowa Department of Human Services held a conference call to discuss the draft legislation that is being proposed to bring Iowa code in compliance with the new federal fostering connections legislation.
